		<description>No, they are navy personnel caught by surprise. One of them is shooting in his underwear, even. I'm quite sure a staged production in 1937 would used actors wearing all their clothes. 

All the survivors were paid reparations by the Japanese government. I don't think the Empire was in the habit of apologizing officially and paying people thousands of dollars for bombings that didn't happen.</description>
